Sylhet MG Osmani Medical College Hospital, the change maker Brigadier General Mahbubur Rahman Bhuiyan



He was once a student at Sylhet MG Osmani Medical College Hospital. During his working life, he has served as the director of that hospital. He removed various irregularities in the hospital and turned it into a place of trust for the patients who came to seek services.


After taking charge, Brigadier General Mahbubur Rahman Bhuiyan brought great changes to the favorite campus of Sylhet MG Osmani Medical College Hospital.


He broke up the illegal establishment in the hospital area, providing uninterrupted service to the patients, improving the quality of food for the patients, and breaking the broker syndicate. The director of the changed Sylhet MG Osmani Medical College Hospital passed his last working day. He is going back to the army. He is scheduled to retire on September 27 after an illustrious career.


Brigadier General Mahbubur Rahman Bhuiyan, SGP joined as Director of Sylhet MG Osmani Medical College Hospital on 3 February 2022. He worked tirelessly to improve the quality of patient care and improve the overall health system through integrity, efficiency, courage, and sound management. Since joining as director, the hospital has undergone radical changes and improvements. His tireless work and leadership changed the landscape of the hospital. During his tenure, infrastructure development of Sylhet MAG Osmani Medical College Hospital, renovation activities of various wards and departments, increasing the capacity of patient services, elimination of broker syndicates and illegal shops/parking, improvement of cleanliness standards, ensuring 100% attendance of all officers and employees, revenue of the hospital. More than doubling, the quality of the patient's food is increased. Besides, he made visible changes in the service activities by making improvements in every field including clinical, nursing services, support services, general administration, and utility services of the hospital.


He is playing a role in the improvement of patient health care by conducting all pathological and radiological examinations of the hospital 24 hours a day and not sending patients outside without the permission of the examination department head and director and monitoring/observation. In Sylhet division's only tertiary-level hospital, Sudur expanded the hospital's ICU beds to meet the needs of patients and provided manpower, infrastructure, and ancillary medical equipment. In 2022 and 2023 heavy rains in Sylhet resulted in flash floods that submerged the entire ground floor of the hospital. As a result of the director's visionary decision in such a situation, the hospital's heavy equipment such as the MRI machine, CT scan machine, and Cobalt-60 including all the equipment on the ground floor were submerged in water for the whole day, but no machine was damaged. He stayed in the hospital for 72 hours during the flood, even though all the departments of the hospital were underwater and there was no electricity for two days. Not a single patient died despite ventilators not working in ICUs and scanners during power outages.


He helps in ensuring good treatment of military patients by regularly sending specialist doctors for critical patients admitted to Sylhet CMH. If necessary, military patients and their families are admitted to the Osmani Hospital, and they are well-appreciated in the military environment. Also, he constantly plays an important role in the management of 'Prayas' by sending child neurologists, psychologists, and child psychiatrists to the newly built institution 'Prayas' for autistic children in Sylhet cantonment.


In addition to bringing dynamism to the operations of all departments of the hospital, arranging for most of the tests to be done in the hospital 24 hours by keeping all the equipment 100% operational, introducing attendant pass cards to control visitors, one of the main problems for the hospital, Osmani Hospital as a pilot project to digitize government hospitals in the 1st phase of the automation program. Bringing the entire outpatient department under automation, consistently raising the hospital to the 1st position among all medical college hospitals across the country in Hospital HSS scoring has increased the hospital's service quality and regained public confidence.


Brigadier General Mahbubur Rahman Bhuiyan was commissioned as a Captain in the Army Medical Corps on July 5, 1994. After passing an MBBS from Sylhet MAG Osmani Medical College, he was commissioned into the army. Later he obtained an MPH in Hospital Management from Bangladesh University of Professionals and an MPhil in Preventive and Social Medicine from Bangabandhu Sheikh Mujib Medical University. He also received an MBA degree in Health Care Management from the State University of Bangladesh. He commanded two (Comilla and Ghatail) Combined Military Hospitals (CMH) along with a Field Medical Unit (51 Field Ambulance) during his 30-year career. He also served as Deputy Contingent and Contingent Commander at Level-2 Hospital in Liberia in 2012 and the Central African Republic in 2021 and earned a Force Commander's Certificate of Appreciation. He was awarded the Sena Gaurav Padak (SGP) by the Bangladesh Army for his exemplary contribution to overall management as Deputy Commandant at CMH Dhaka during the COVID-19 pandemic.


At CMH Dhaka in 2019, he was the lead coordinator of 'Operation Freedom' to separate conjoined twins Rokeya and Rabeya.


They fulfilled the responsibility. In this complex operation, with the tireless efforts of about 110 local and foreign doctors, nurses, and service workers, Rokeya and Rabeya were successfully separated through continuous operation of about 36 hours. They were made healthy by serving in CMH Dhaka for more than a year.


Awarded the Outstanding Citation by the Kuwaiti Army in recognition of dutiful service to the Kuwaiti Army during the 2003 Iraq War. During the year 2013-2014, he played a role in the modernization and manpower growth of CMH while serving as the captain of the Central Medical Store in CMH Dhaka.


Brigadier General Mahbubur Rahman Bhuiyan, SGP CMH Dhaka published Combined Military Hospital Dhaka Journal (CMHJ) as Executive Editor during his tenure as Deputy Commandant. Similarly, after 10 long years, Sylhet MAG Osmani Medical College Hospital published the annual calendar from 2021 onwards and won the praise of all circles including the Ministry of Health. He is not only a successful hospital administrator but also an author, presenter, and researcher. Several of his articles have been published in national and international journals.


Brigadier General Mahbubur Rahman Bhuiyan, SGP is retiring on September 27 as per rules. He is the father of two daughters and one son. His wife is a housewife. His only son is serving as a lieutenant in the Bangladesh Army. His eldest daughter has done a Master's in Environmental Science and is working in an international organization. His youngest daughter Adamji is studying at Cantonment College, Dhaka.
